Perry's online poll on tax cuts uses mismatched numbers | Trail ...

Original item at 6:32 a.m.: Someone building Gov. Rick Perry?s latest feedback loop had their own ?oops? moment, it seems.

On Tuesday, as he gave his seventh State of the State address, Perry invited members of the public to share their ideas of what the best methods would be for cutting state taxes.

But his office erred in building a web site to gather the feedback, using mismatched numbers in a way that may make participants think his proposed $1.8 billion for tax cuts will go twice as far as it actually will.

The new website is called the ?Tax Relief for Texans Estimator?.

As of late Wednesday, the incongruity had not been fixed.

The background: Perry?s office placed annual figures for the costs of various tax-cut options listed on the left side of the page. They?re all tweakings of sales, property and business-franchise taxes that have been kicked around for years. As visitors select a particular cut, the cost gets rung up on a fever chart on the right. That feature caps a respondent?s choices at $1.8 billion. However, that figure is a two-year cap, when the selections have been tallied by their one-year cost.

Bottom line: When visitors make their choices, they?re effectively given twice as many bucks to play with as they would have, say, if they were very important legislators ? or Perry himself.

Asked if the tax-cut options? costs were expressed in yearly or biennial figures, Perry spokeswoman Allison Castle late Wednesday responded, ?Yes, annual numbers.?

Castle didn?t reply to a query about how the mix-up happened.

Nor did she respond when asked whether, for accuracy?s sake, the governor?s office would fix the site so that visitors only could be given $1.8 billion worth of choices, not $3.6 billion.

Given the mix-up, shouldn?t you start the count of responses all over, I asked?

Castle offered no reply, though she did answer my final questions, which were about what kind of response the Republican governor has been getting, and what he planned to do with the information the Estimator gathers.

?We will share the results with members of the Legislature,? she wrote in an email. ?So far we?ve had 537 responses.?

The website asks if people are Texans, whether they own a business and if so, if they are sole proprietors. But it doesn?t gather email addresses; it merely flashes to respondents this message:

?Your formula has been received. Thank you very much for participating and doing what you can to keep Texas the best place in the world to live, work, raise a family and build your business.?

The website doesn?t ask the public whether it favors Perry?s proposal to fund $840 million of the $1.8 billion in tax cuts with money drawn from the state?s rainy day fund. The rest would come from available general-purpose revenue.

Comptroller Susan Combs says the rainy day fund will have $11.8 billion by the end of the next budget cycle. Perry has fiercely resisted more than a very partial use of the savings account to alleviate budget cuts to schools, colleges and health care programs. He has argued that rainy-day dollars generally shouldn?t be used for ongoing expenses, just for one-time costs such as disaster-response efforts. The only way a tax cut won?t be an ongoing expense, though, is if it?s temporary. That could lead to an unpleasant future vote to restore the status quo ante ? a vote a GOP primary opponent could claim was a vote to raise taxes.

Maybe the legislators will conduct their own poll on that.

Canada's Flaherty reveals skin disease, explains bloating

OTTAWA (Reuters) - Canadian Finance Minister Jim Flaherty said that steroids he is taking for a rare skin disease has made him appear to be bloated, though the problem is not preventing him from doing his job, according to an interview published on Thursday.

"Of late I've been getting too many questions about my appearance and the weight gain," he told the Globe and Mail.

He said the disease is pemphigoid and is being treated with the steroid prednisone.

Flaherty informed Prime Minister Stephen Harper about the health issue, telling him it was a passing thing that did not affect his ability to do his job, the minister told the newspaper.

Analysis: Investors cheer Portugal, on ground situation bleak

LISBON (Reuters) - Portuguese consumer confidence is at record lows, unemployment at all-time highs and the country has launched the largest tax rises in living memory. Yet investors are snapping up its bonds and its international lenders are full of praise.

In perhaps the starkest example of the gap between renewed investor appetite and languishing economies, Portugal has started 2013 on its strongest footing since it was bailed out in mid-2011, with confidence boosted by hopes it will relinquish its lifeline from the European Union and IMF as scheduled.

Investors bought 2.5 billion euros of Portuguese 5-year bonds last week in the country's first issue since its bailout, returning it to the market many months earlier than planned. Struggling Spain and Italy have benefited from similar bond market largesse.

Yet on the streets people are braced for severe hardship in 2013 as they lose up to two months' wages to the tax man after years of grinding austerity.

With almost a sixth of the workforce unemployed and shops and restaurants shut down in record numbers, selling bonds or improving the current account deficit is meaningless to ordinary people.

"The government bangs on about a lot of stuff but down on the ground things are different. The return to the (bond) markets was a farce, it means nothing to me," said Adelino Santos, 54, who works for Portugal Telecom in Lisbon.

"I am bracing myself for the hammering of the tax hikes when they kick in. Unfortunately, I think 2013 is going to be even worse than 2012."

LA VIDA LOW-COST

Fast food chain McDonald's may have best summed up the mood with a new campaign titled "Living La Vida Low Cost" that offers cheap burger meals.

The centre-right government argues that tough austerity, including massive tax hikes this year, is the only way the country can ride out its debt crisis.

It says the medicine has begun to pay off, pointing to sharply improving trade and fiscal accounts, despite the deepest recession since the 1970s promising to drag the country through its third year of contraction in 2013.

Bond investors, responding to the European Central Bank's pledge to backstop the euro zone, are on board, buying Portuguese 10-year debt which a year ago yielded around 18 percent compared with 6.2 percent now. That culminated with last week's 5-year bond issue at a yield of 4.891 percent.

Finance Minister Vitor Gaspar said the bond was issued to show "we have the financial ability to exit the (aid) program successfully. Our view is that at rates of about 5 percent we are comfortably sustainable."

The government hopes the improving financing conditions will gradually trickle down to companies, allowing 2013 to be a turning point and for growth to return next year.

CLOUDS

But there are large risks on the horizon, perhaps the most obvious being the yawning gap between the government's and most economists' forecasts for economic output, which could have a big impact on fiscal performance.

"Our baseline scenario is that things will get worse economically for Portugal and market sentiment across the euro zone will get worse, and then Portugal will need a new rescue program when it runs out of money by mid-2014," said Giada Giani, an economist at Citi.

Giani sees a 2013 contraction of 3.7 percent of GDP, far deeper than the government's forecast of a 1 percent fall. The Bank of Portugal expects a downturn this year of 1.9 percent, after contraction of 3 percent in 2012.

If GDP falls short, it could compromise the goal of cutting the budget deficit to 4.5 percent of GDP this year from 5 percent in 2012, which could lead to the EU and IMF demanding more spending reductions as a result.

The government hopes tax revenues will rise more than 10 percent this year thanks to income tax hikes on virtually all workers and on pension income. But last year tax revenues slumped 6.8 percent as the economy contracted more than expected.

"The key worries are the budget execution, the extent to which revenue targets may be missed this time, the extent to which the 'troika' will demand compensation in spending cuts and the political implications of that," said Lefteris Farmakis, an economist at Nomura.

Still, Farmakis thinks Lisbon will not need a new bailout as it is in Europe's interest to push it back to the market, possibly with support from the ECB.

COURT CHALLENGE

Further threatening fiscal performance is a looming decision by the Constitutional Court on tax rises in this year's budget. Several challenges have been lodged with the court by opposition parties and by the country's president.

Antonio Barroso, an analyst at Eurasia Group, said a negative decision by the court was one of the biggest risks going forward. Last year, it ordered the government to reverse planned cuts in civil servants' twice-yearly holiday payments, blowing a hole in the government's accounts and forcing it to hunt for alternative austerity measures.

If the court rules against the government, "what can they do?" asked Barroso. "They have tried everything. On the other hand, if the court delivers a good judgment, it will be a big boost."

It is not clear when the court will rule, dragging out uncertainty.

The government faces another big challenge with a plan to carry out 4 billion euros of spending cuts in the public sector in 2013-14 in order to put state finances on a stable footing for the long-term after the country exits its bailout.

Opposition parties have refused to join a parliamentary committee to discuss the cuts, which many Portuguese see as a further threat to an already diminished welfare state.

"They just asked where to cut. This is not a debate, it is simply imposition," said Armenio Carlos, head of the country's largest union, the CGTP.

But investors have so far shrugged off such concerns, emboldened by the view that Lisbon will not veer off its bailout austerity course. Internal fractures in the main opposition party, the centre-left Socialists, have also dimmed political opposition to the government.

Equally important, a sharp rise in strikes and marches against austerity in the second half of last year appears to have tapered off with no indication of social protests turning into something more serious or becoming violent like in Greece.

"I think they have reached the tipping point, if it hasn't happened now, it won't happen," Barroso said, referring to protest intensifying.

NBC News president Steve Capus stepping down

NEW YORK (AP) ? NBC News President Steve Capus, who presided over years of strong ratings at the news division but was hurt by the downfall of the "Today" show, said Friday that he was resigning.

He was a longtime producer for Brian Williams before being appointed by Jeff Zucker, at the time chief of NBC Universal, to run the news division on the week that Hurricane Katrina struck New Orleans in 2005.

"It is a privilege to have spent two decades here, but it is now time to head in a new direction," said Capus, who did not announce future plans.

His influence at the news division was curtailed last year when Comcast Corp., NBC's new corporate parents, appointed Pat Fili-Krushel to oversee news operations. NBC News oversees not only the network newscasts, but also the cable networks CNBC and MSNBC.

Williams' nightly newscast has spent much of Capus' tenure at the top of the ratings, the traditional yardstick for network news success.

But the "Today" show has taken a hard fall in the ratings over the past year and now runs a consistent second to "Good Morning America." NBC was widely criticized for mismanagement of Ann Curry's dismissal as a "Today" anchor, which sent the ratings into a deep tumble.

Fili-Krushel set out a new temporary management structure, increasing the authority of executives Alex Wallace and Antoine Sanfuentes, until she names a successor.

In 1989, Diamond played Joey Harris in "Loosiers," and in 1990 he played Joey Lapman in "The Glee Club." Of course, viewers know him better as Samuel "Screech" Powers on many incarnations of "Saved By the Bell."

    As Sandy in the 1991 episode "Triangle," Carla Gugino came between the Arnold brothers. Originally Wayne's (Jason Harvey) girlfriend, Gugino's character and Kevin begin a tryst on the side, hence the name of the episode. Since her "Wonder Years" appearance, Gugino has appeared in numerous TV shows and movies, including "Sin City," "Political Animals" and "New Girl."

    Before he was helping slay vampires as werewolf Oz on "Buffy the Vampire Slayer" and creating late night comedy with action figures on "Adult Swim," Seth Green guest starred in numerous TV shows, including "The Wonder Years." Green appeared in two 1992 episodes as Jimmy Donnelly and yet, he looks exactly the same.

  • Juliette Lewis

    Early in her acting career, Juliette Lewis appeared in several early episodes of "The Wonder Years" as Wayne's girlfriend, Delores between 1989 and 1990. In 1989, Lewis appeared in "National Lampoon's Christmas Vacation." Since then, Lewis was nominated for an Oscar in 1992 for "Cape Fear" and appeared in several films and TV shows, including "The Firm," "The Other Sister" and "The Evening Star."

  • Giovanni Ribisi

    Between 1992 and 1993, Giovanni Ribsi appeared in 15 episodes of "The Wonder Years" as Jeff Billings, a good friend of Kevin's. Ribsi's character lived with his divorced mom in the series. Since then, Ribsi has appeared in several films and TV shows, including "Friends," "My Name is Earl" and "Ted." He also co-starred in "The Other Sister" with Lewis, though they missed each other on "The Wonder Years" by a couple seasons.

  • John Corbett

    "The Wonder Years" was John Corbett's second credited role -- it was under the name Jack Corbett -- in 1988. In the episode titled "Angel," Corbett played Louis, Karen's new boyfriend, who was cheating on her. Since "The Wonder Years," Corbett has played key roles in "Sex and the City," "United States of Tara" and "My Big Fat Greek Wedding."

  • A.J. Langer

    In 1993, A.J. Langer appeared as Mary Jo Genaro in "The Wonder Years" episode "Eclipse." In the episode, Kevin and his classmates take a trip to a planetarium to watch a solar eclipse and bad girl Mary Jo takes a dare to hit on the nerdy kid in class. Since then, Langer co-starred in "My So-Called Life," "It's Like, You Know ..." and several episodes of ABC's "Private Practice."
